Competition in Science
Succeeding in this project carried more weight than procuring name recognition. Scientists working in the public sector vied for limited research funding from the government.
Furthermore, at the heart of the project is a fundamental question about who "owns" the human genome. If public monies pay for research, the public owns the discoveries, but when private money pays for it, a company owns the results and can use the information for corporate profit.
Did this competition hinder research or drive the Genome Project forward?
